Cette installation hydroélectrique fait partie du projet Upper Lillooet.

Le projet hydroélectrique Upper Lillooet propose trois installations de production d’énergie « propre » au fil de l’eau situées dans la vallée de Pemberton :

  • Installation hydroélectrique d’Upper Lillooet River, 74 MW
  • Installation hydroélectrique de Boulder (Pebble) Creek, 23 MW
  • Installation hydroélectrique de North Creek, 16 MW

Le site du projet est illustré sur la carte.

Pour chaque installation hydroélectrique, une prise d’eau déviera une portion de la rivière ou du ruisseau directement dans un tunnel et/ou une conduite forcée vers la ou les turbines et l’équipement de production d’électricité situés dans trois centrales distinctes. L’eau retournera ensuite dans sa rivière ou son ruisseau d’origine. L’électricité produite dans ces installations sera transportée par une ligne simple de 230 kV qui sera construite pour relier les trois installations hydroélectriques au réseau de transport de BC Hydro. Le tracé proposé de la ligne de transport ne traverse pas le village de Pemberton.

Évaluation environnementale

Information récente sur le projet

La demande d'évaluation environnementale (EA Application) a été déposée le 2 mars 2012 au bureau des évaluations environnementales (Environmental Assessment Office) de la Colombie-Britannique. Il y a présentement une période de dépistage de 30 jours par le bureau des évaluations environnementales et le groupe de travail (Working Group) pour la conformité aux exigences concernant l'information liée à la demande (Application Information Requirements).

Tous les travaux sur le terrain dans le cadre des études préliminaires pour la demande d'évaluation environnementale (EA Application) en matière d’ingénierie, d’environnement, de foresterie et de population sont terminés.

Il est possible de consulter un modèle numérisé du tracé de la ligne de transport à notre bureau de Pemberton.

La dernière réunion du groupe de travail technique avec les gouvernements fédéral, provincial et local ainsi qu’avec les Premières Nations a eu lieu le 7 décembre 2011 à Squamish ; elle visait à revoir la méthodologie relative aux poissons et aux études de l'habitat des poissons.

Creek Power Inc.

Le promoteur ou constructeur du projet est Creek Power Inc. Les actionnaires de Creek Power Inc. sont Innergex énergie renouvelable inc. (Innergex), qui en détient 66-2/3 %, et Ledcor Power Group Ltd (Ledcor), qui en détient 33-1/3 %.

Innergex développe, détient et gère des installations hydroélectriques au fil de l’eau, des parcs éoliens et des parcs photovoltaïques solaires, et exerce ses activités au Québec, en Ontario, en Colombie-Britannique et en Idaho, aux États-Unis. Elle est active dans le secteur de l’énergie renouvelable depuis 1990. 

Les installations d’Innergex comprennent la centrale de 50 MW de Rutherford Creek située au sud de Pemberton, en Colombie-Britannique, et la centrale hydroélectrique de 49,9 :MW d’Ashlu Creek située près de Squamish, en Colombie-Britannique. Innergex détient également une participation, par l’intermédiaire de différentes entreprises, dans la centrale hydroélectrique de 7,9 MW de Fitzsimmons Creek à Whistler, en Colombie-Britannique.

Survol

On prévoit 382 années-personnes de travail pendant la phase de construction qui durera trois ans. Les activités comprendront en général la construction et l’entretien de routes, l’installation de la conduite forcée ou du tunnel, le bétonnage de la prise d’eau, le bétonnage de la centrale, l’érection de l’immeuble de la centrale, l’installation électromécanique de la centrale et du poste extérieur ainsi que la construction de la ligne de transport.

Le Projet offrira de nombreuses occasions pour les Premières Nations et les entrepreneurs, fournisseurs et entreprises de la région qui fourniront l’équipement, les matériaux, les services et l’hébergement durant la phase de construction. Les travailleurs, les entrepreneurs et les fournisseurs doivent être qualifiés, compétents, fiables, expérimentés et concurrentiels sur le plan des prix.

Les entreprises et les particuliers des Premières Nations et de la région qui souhaitent connaître les occasions spécifiques sont invités à consulter le site Web afin de se tenir à jour sur l’évolution du projet.

Overview

Overview

This hydroelectric facility is part of the broader Upper Lillooet Hydro Project.

The Upper Lillooet Hydro Project includes three proposed run-of-river, “clean energy” generation facilities located in the Pemberton Valley:

  • 74 MW Upper Lillooet River Hydroelectric Facility
  • 23 MW Boulder (Pebble) Creek Hydroelectric Facility
  • 16 MW North Creek Hydroelectric Facility

Project location is shown on the overview map, in the Downloadable Documents section.

Each hydroelectric facility will divert partial flows from the river or creek, through an intake structure directly into a tunnel and/or penstock to the turbine(s) and generating equipment located in three separate powerhouses. The water will then be returned to each respective river/ creek. Electricity generated by the hydroelectric facilities will be transmitted by a single 230 kV transmission line that will be constructed to connect the three hydroelectric facilities to the BC Hydro transmission system. The proposed transmission line route does not pass through the Village of Pemberton.

Environmental assessment

Project Update

The EA Application was submitted to EAO on March 2, 2012. It is currently in a 30 day screening period by the EAO and Working Group for complicance with the Application Information Requirements (AIR).

All fieldwork for the EA application for preliminary engineering/ environmental/ forestry/ social studies is complete.

Digital terrain model of the transmission line route is available for viewing at our Pemberton office.

The last Technical Working Group meeting with federal, provincial and local government and First Nations was held on Dec 7, 2011 in Squamish to review fish and fish habitat studies.

The developer of the Project or the Proponent is Creek Power Inc. The shareholders of Creek Power Inc. are Innergex Renewable Energy Inc. (Innergex) which holds 66-2/3% and Ledcor Power Group Ltd (Ledcor) which holds 33-1/3%.

Innergex develops, owns, and operates run-of-river hydroelectric facilities, wind farms, and solar photovoltaic parks and carries out its operations in Quebec, Ontario, British Columbia, and Idaho, USA. The company has been involved in the renewable power industry since 1990.

Innergex’ facilities include the 50 MW Rutherford Creek Project located south of Pemberton, B.C. and the 49.9 MW Ashlu Creek Hydroelectric Project near Squamish, BC. Innergex is also involved, through different ventures, with the 7.9 MW Fitzsimmons Creek Hydroelectric Project in Whistler, B.C.

It is expected that there will be 382 Person Years of employment during the 3 year construction period. General work activities will include: road construction and maintenance, penstock/tunnel installation, intake concrete works, powerhouse concrete works, powerhouse building erection, powerhouse and switchyard electro-mechanical installation, and transmission line construction.

The Project will provide many opportunities for First Nations and local contractors, suppliers, and businesses in the supply of equipment, materials, services and accommodations during the construction phase. Workers, contractors and suppliers must be qualified, competent, reliable, experienced and cost-competitive.

First Nations and local individuals and businesses that are interested in specific opportunities are encouraged to check the website for updates on the Project status.

  • The third Working Group meeting with federal, provincial and local government and First Nations is scheduled for March 8, 2011 in Vancouver to review the revised Application Information Requirements.
  • The public comments on the draft Application Information Requirements (dAIR) are now posted on line at www.eao.gov.bc.ca.
  • The Pemberton office will be open Monday to Friday, 10am to 4pm until December 17 and then closed over the Christmas holidays.
  • The dAIR is available on line at www.eao.gov.bc.ca and hard copies are available for reference in our Pemberton Office and at the Pemberton & District Public Library. The public comment period for the dAIR begins November 25, 2010 and ends January 9, 2011.
  • An Open House is scheduled for Tuesday, November 30, 2010 at the Pemberton Community Centre from 4pm to 8pm, presentations at 6pm to review the Environmental Assessment process and introduce the Project.
  • The BC Environmental Assessment Act Section 11 Order was issued on November 18, 2010.
  • The second Working Group meeting with federal, provincial and local government and First Nations occurred on October 14, 2010 in Vancouver to review the draft Application Information Requirements.
  • The Recreational Survey period is now complete. Further comments may be submitted by filling out the Comment Form, visiting our Project Office or by email at info@upperlillooethydro.com.
  • Cascade Environmental Resources Group is conducting a Recreational Survey for the Upper Lillooet area. If you spend time hunting, fishing, atv/motorbiking, snowmobiling, camping, hiking, nature viewing, exploring, mountain biking, kayaking, backcountry skiing, snowshoeing, mushroom or berry picking and/or visiting the Hot Spring.
  • Creek Power Inc. has opened a Project office in Pemberton, located across from the museum. Office hours are Wednesdays and Thursdays 10 am to 4 pm. We will be closed Thursday August 26, 2010. Please drop by to meet Project personnel and inquire about the Project. A copy of this announcement in local papers is located in the Downloadable Documents section.
  • A Comment Form is available. Please list your comments or concerns and return the form to our office. A copy of your comments and concerns will be forwarded to the British Columbia Environmental Assessment Office.
  • The first Working Group meeting with federal, provincial and local government and First Nations occurred on June 16 and 17, 2010 in Pemberton.
  • British Columbia Environmental Assessment Office issued the Section 10 Order on May 20, 2010 and the Project Description is now available on their website at http://a100.gov.bc.ca/appsdata/epic/html/deploy/epic_home.html.
